This is a two-station upgrade: the Processor supplies Plasteel, then the Fabricator combines it with the Standard tank. Separate material preparation from the blueprint unlock so an unavailable row does not become a wasted gathering trip.
Quick answer: High Capacity Air Tank uses 1 Standard Air Tank and 1 Plasteel Ingot at the Fabricator after its blueprint is available. Make the Plasteel Ingot at the Processor from 2 Titanium and 1 Lithium. Keep your Standard tank for the upgrade input.

Step 1
Keep the Standard Air Tank
It is a required ingredient rather than a separate tank to discard after upgrading.
Step 2
Make Plasteel at the Processor
Reserve two Titanium and one Lithium for one Plasteel Ingot.
Step 3
Use the unlocked Fabricator row
Combine the Standard Air Tank with the finished ingot once blueprint access is available. Owning the materials alone does not replace the unlock.
Step 4
Check your equipped oxygen before leaving
Read the equipped oxygen display at the surface and plan the return trip around that value. Route depth and equipment effects can change the usable dive margin.
